Alrighty, in Chapter 3, it talks about blue lights being a Gatsby's party. From just that basis I can assume that blue represents some sort of freedom because, I mean, it's at one of Gatsby's parties which are all about freedom. -DK (Chapter 3)
In chapter 7, we find out that Tom has a blue car! But, in this instance, Gatsby drives it to their destination. After the blow up, Tom drives it back. I have no idea what any of this means but I'm sure there's some sort of symbolism here. Like, the blue means something and the whole thing with Gatsby driving Tom's car means something. I dunno. -DK (Chapter 7) For a summation of my my experience with this color, I believe it represents transformation and alternate realities. Gatsby is bought a blue coat before he becomes "Gatsby". That's the transformation part. As for the alternate realities, Gatsby is driving Tom's blue car with Daisy riding shotgun, representing what could've been but the fact that it's Tom's car also solidifies that what could've been cannot be. The fact that the eyes of Doctor T.J. Eckleburg are blue and seem to watch over the Valley of Ashes could mean that they are looking down on the Valley of Ashes with sorrow or sympathy. -AK-47
Taking into consideration what David pointed out about Tom having a blue car, and how the eyes of Doctor T.J. Eckleburg are also blue, the color of blue could potentially represent wealth. Tom obviously has a lot of money and it could be the wealthy that are looking down on the people of the Valley of Ashes. -AK-47

The color blue could also represent lies. Gatsby's gardens are blue and he gives a blue dress. We know that Gatsby claimed to have a wealthy past, but he really does not. The color blue could represent the lies Gatsby told to secure his rich, West Egg reputation. -JP
I believe that the color blue and weather is connected because blue affects the weather. Blue skies make the world a joyful place because it gives sunshine to the world. But the color and the weather combined foreshadows the plot as well. -JP
